SOC Welcomes New Director

Servicemembers Opportunity Colleges welcomes new director John R. Ballard, Ph.D., who assumed leadership of the organization in February following the retirement of Dr. Kathy Snead in December, 2016. Dr. Ballard will also serve as the new Vice President for Military and Veterans Partnerships for The American Association of State Colleges and Universities (AASCU). Prior to accepting his new positions with SOC and AASCU, Dr. Ballard served as dean of the National Defense College in the United Arab Emirates.
In accepting his appointment, Ballard said, “Our military and veterans exemplify all the best in America’s rich diversity and great potential, as do the public higher education institutions that comprise the AASCU membership; I am proud to serve both in their efforts to help make Americans more competitive and effective in today’s increasingly demanding global economy and ever more interconnected society.”
Ballard began his career as a Marine infantry officer and has commanded at the company, battalion and group levels in both the active and reserve components. Ballard commanded Marines, Soldiers and Sailors in combat in Iraq, and was subsequently awarded several military decorations, including the Legion of Merit and the Bronze Star Medal, for his service during the War.
Ballard has also served in faculty and academic leadership positions at various higher education institutions around the world, including service as a dean in three different institutions. He is the author of numerous journal articles and six books.
Ballard earned his B.S. at the United States Naval Academy, his M.A. at California State University, Dominquez Hills, and his Ph.D. at The Catholic University of America.
