Recruiter's Role and Responsibilities

Your goals as a recruiter are to increase Army and Army Reserve enlistments of college-capable men and women who are postponing college for financial or other reasons and to reduce DEP loss. Company commanders take ownership of ConAP colleges in their company area. They visit the colleges and ensure each college is active in ConAP and receives at least five ConAP forms a year. ConAP colleges have agreed to work in partnership with Army recruiters because they hope to enroll ConAP soldiers as veterans. They want ConAP to work. On the other hand, if they are ignored and never receive ConAP forms, they will drop the ConAP program. Recruiters are encouraged to refer enlistees to local colleges. A successful ConAP program gives recruiters credibility with prospects, enlistees, parents and high school counselors, reduces DEP loss and holds colleges in the program.

To implement a successful ConAP program, recruiters should:

  • Give ConAP brochures, book marks, etc, to prospective enlistees, parents, and high school and college counselors.
  • As part of your sales presentation, point out to applicants, parents, and counselors the advantages to new soldiers of making a plan to attend college and use MGIB educational benefits. The ConAP home college is prepared to receive transcripts and award credit for military schools and experience as appropriate to the student's curriculum. Having a plan to attend college also makes for a smooth transition from military service to civilian life.
  • Encourage all enlistees to select a ConAP college and fill out a College Referral and Intent to Enroll form. Mail or take ConAP forms to points of contact at the colleges.
  • After the college point of contact signs the bottom of the form and returns the bottom three copies, distribute other copies to the Battalion Education Services Specialist, the enlistee, and high school if the enlistee is a high school student.
  • Complete the ConAP process before the soldier's ship date.
