College Participation and Responsibilities

ConAP college points of contact sign the College Referral and Intent to Enroll form. By doing so they acknowledge the soldier's intent to enroll and provide guidelines about when and how to apply for admission, how to prepare for the academic experience, how to enroll in distance learning courses if offered by the college, and how to stay in with the college by e-mail and Web site. Colleges that participate in ConAP must:

 

  • Become a member of Servicemembers Opportunity Colleges (SOC) and agree to participate in ConAP. Download the Application for Institutional Membership in SOC (2001-2003), download the Institutional Agreement to Participate in ConAP, or you can call SOC at 1-800-368-5622 and request that the forms be sent by mail.
  • Agree to transfer practices that avoid duplication of course work and minimize credit loss, award credit as appropriate to the student's curriculum for military service schools and for national tests, and limit academic residency for active-duty students to 25 percent of an undergraduate degree program, to be satisfied at any time during the course of study. Please note that Colleges joining SOC primarily to participate in ConAP are exempt from the academic residency criterion. The reason is that ConAP students entering college after military service are veterans, are likely to finish their degrees at a single institution, and can meet residency requirements.
  • Assign an institutional point of contact to receive and process College Referral and Intent to Enroll forms and respond to soldier inquiries. After completing the bottom portion of the form, return the Recruiting Battalion, Student and High School Copies of the form to the recruiter who sent the form.
  • Add ConAP soldiers to the mailing and e-mail lists for potential students. The purpose is to reinforce their intent to enroll and bond them with your college.
  • When ConAP soldiers return and enroll as veterans, review their goals and academic preparation, both traditional and nontraditional, and award credit as appropriate to the student's curriculum.
