  • Introducing the New ConAP Form: Fact Sheet — In March 2001, we introduced a new ConAP form entitled College Referral and Intent to Enroll. It replaced the original ConAP form from 1989 entitled College Referral and Admission Agreement. The logic for adopting the new form is explained in the fact sheet.

  • Institutional Agreement to Participate in ConAP — By filling out this form, the college agrees to participate in ConAP and designates an institution point-of-contact (POC). The ConAP POC is the interface between the college and Army recruiters, ConAP soldiers stating their intent to enroll during or after their enlistment, and this office. The agreement to participate in ConAP remains valid so long as the college desires to do so and remains a member of Servicemembers Opportunity Colleges.

  • College Referral and Intent to Enroll Form — This form is provided to Army recruiters and is filled-out by new soldiers concurrent with their enlistment. New soldiers select a college and state their intent to enroll during or after their enlistment. Emphasis is placed on local colleges. Forms are mailed or taken to ConAP colleges. The college point-of-contact signs the form acknowledging the soldier's intent to enroll and provides an e-mail address and the college's Web site. Guidelines advise the soldier to apply for admission not more than one year before the expected date of entry, to visit the college's Web site, to visit an Army Education Center and enroll for college courses, and stay in touch with the college. After signing the form, the point-of-contact keeps the College Copy and returns all other copies to the recruiter for distribution to the soldier, the high school if appropriate and the recruiting battalion.

  • Linking Career Management Fields (CMF) and Selected Military Occupational Specialties (MOS) with College Programs — Recruiters e-mail or take this chart to college ConAP points of contact. The point of contact reviews the 'Instructional Programs' column and checks the 'Available at College' column if the college offers the same or similar programs. The POC returns the chart to the recruiter. The recruiter can now match the soldier's CMF or MOS with programs at a local college. With this information, the recruiter can discuss the educational link with prospects, enlistees, parents, and high school & college counselors. It is a good situation for a ConAP referral.
